Exploring facilitators and barriers to introducing health technology assessment: a systematic review

Although several guidelines for priority setting and health technology assessment (HTA) exist, many focus on the methodological aspect of HTA with little exploration of the facilitators and barriers beyond “contextual nuance.” This study aims to identify and codify the facilitators and barriers to help implementing partners worldwide successfully institutionalize HTA and navigate complex systems for health-related policy making.
